Understanding why PSLE needs to be changed...

Recently, OCBC granted a special PLSE leave plan for its staff:

"Now, anyone working for OCBC Bank or its subsidiaries can squirrel away up to 15 days' leave and carry it forward to the next year so that they can stay home to help their child study for the Primary School Leaving Examination (PSLE)."[Link]

Here is what Minister Josephine Teo wrote in her Facebook:




Minister Teo was badly criticised for what she said. The main issue with her remarks is she tried to apply her own situation to everyone. What her twins need to perform reasonably well may not be what is needed for other children and parents. Many parents were unhappy with her saying that OCBC move to support its staff during PSLE will "feed the fears of parents" - as if parents who take leave to help their children as irrationally fearful. She also said, "we are quite mistaken to behave as if PSLE is THE defining moment in a child’s development". It is easy for a parent to say this when his or her child is doing well and is self-motivated under the current system but lets spare some thought for the parents of children who are late bloomers, playful or haven't gotten round to focus on their academics. There is natural and understandable anxiety among these parents during the PSLE because our education system is a high stakes game, a few marks can decide if a child goes to "Normal Technical" stream where the chance of going to university drops to almost zero.

Make no mistake it is a high stakes game:



In my previous articles [Link, Link, Link], I wrote about the high stress that surrounds the PSLE exam. But I do not blame this on the parents, they are merely reacting to the system....and it is not "kiasuism", their fears are very real because the education system sorts children into various bins and with each bin is trapped in a certain expectation - this expectation shapes the achievements and the future of these children - Josephine Teo is wrong to say not the defining moment of a child's development - for many children it is, and the PSLE results is an important decider of their future.

Putting so much at stake and so much pressure of 12 year old children is very unhealthy and harms their long term development. It causes our children to over-achieve in the beginning and underachieve in the longer run because it puts the emphasis the wrong areas - exams over love of learning, learning fast vs deep understanding of basic principles.

To illustrate this lets look at some numbers. Suppose you take groups of students from various countries to test them. Lets take Israeli students, Hungarian students Austrian students, American students, Swedish students etc at age 14 , just after PSLE age and test them. Lets test them for math and instead of using all our  students lets just have Malay students whom the PAP (the former PM Lee) frequently claims are weak at maths. Someone has actually done such a test [Link]and these are the results:



Fast off the starting blocks our students are pressure cooked to the point they are way ahead of everyone else. But education is a long distance thing not a short sprint and the important outcomes are measured at the end of their education not at the initial part. Despite this spectacular achievement at PSLE only 6% of our Malays students make it to university and even fewer to Science and Engineering....we only educate 27% of all our students to university level below the average of OECD countries....and our own govt prefers give university scholarship to foreigners than educate our world beating 12 year olds who rank number 1 in the world for maths and science. This is the dismal outcome of our education system.....all the extreme stress at PSLE yields very poor results at the end - this is the "work so hard for very little results" outcomes for the system. Compare this with the Israeli system that doesn't result in high exams scores in standardized testing - the score far lower that all our racial groups - but at the end they generate more than enough people for their high tech industry not to mention the highest Nobel Prize winner per capita in the world.  Despite the frequent and sharp criticism of  the Israeli system due to low test scores, there is one thing they do right ...and this secret  makes a gigantic difference at the end in terms of final outcomes. I tell you what it is at the end of this posting.

Much of the student effort in our system which is now supplemented by a burgeoning tuition industry goes into trying to beat someone else at exams and achievement and ability is measured by exam scores....energy is spent getting yourself sorted to a better streams and schools. Such a system also does not distinguish us from the systems in China and India who can pressure cook more children and beat us by sheer numbers.

After putting our children through this pressuring system, the PAP govt tells us that it has to import foreign 'talents' to fill our university and generate economic growth and vibrancy. We have to invest wisely on education but what are we getting in the end? We have to educate each child to their fullest potential over a period of around 16 years not sort them out after 6 years and 'pigeon-hole' them into compartments of decline expectations. Such a system is great for social hierarchy  with elite scholars occupying the apex in our society to provide top down directions....but where is the much needed creativity and innovation to propel us forward...in the end much social energy is lost in the sorting process as intense competition erodes the values of teamwork and cooperation that will elevate all in society not just the few to whom resources and opportunities has been disproportionately awarded

So what is the secret in the Israeli education system that makes it different? They spend the first 5-8 years of education encouraging their students to ask questions rather than teach them to answer questions. We do the opposite - we measure the success and achievement of a student and teachers by their ability to answer exam questions. Primary school education is all about learning the facts and methods to answer questions...and year after year the questions are made harder and harder differentiate students in terms of ability to answer questions. We destroy the ability of our students to challenge ideas because the faster the learn and accept, the better they do at the exams. This is why the Israeli system that produces 14 year old who are 19 places behind us in standardized maths and science tests come roaring back to over take us later. We start fast ...but they run further!...and it is the distance that matters.

Too many fishermen know how to teach the others their fishing skills when there are no longer any more fish for them to fish themselves.

The educational market is a big big market but is the economy able to absorb such a huge pool of highly educated people and pay them for their worth. Look @ so many countries, good educated people (& there are many) are getting retrenched and out of jobs not through any fault of theirs and we proudly call them globalization.

A junior GEO 1A1 teacher with honour degree earns about $3k per month. A teacher at the ceiling of GEO1A3 earns about $7400. The average teacher earns around $4k a month.

Average HOD earns about $6k a month.

Streaming is not ok if it was done before 18 years. For fear of losing some "18yr scholar" , LKY and Gih Keng Swee have mistakenly thought that selection at the youngest age can improve the chances of creating more geniuses ("aka punch above our weight"). It has cost us 2 generations of potential Sim Wong Hoos, maybe even a few Nobel prize winners.

Many have asked and I want to repeat the question: ask the MoE specialists: if Singapore was consistently top in Science and Math at 8yrs and 14 yrs, why then are we not top in creating world-beating companies or Nobel prize winners? When they failed to answer this simple question, they started blaming genes, and started importing PRC, Malaysian, etc students.

I am also disappointed that Lucky has not pointed out the origin of the problem: the whole streaming system was created by Goh Keng Swee's so called system engineers who dealt with education and everything else like it's a school project problem to be broken down and analyzed bit by bit with no regards to human behaviour. Streaming at primary school started with people like teo Ming Kian, Philip yeo, eddie teo and your favoiurite malaysian chinese scholar Ho Ching. Call a spade a spade, reverse the system now.

I am that idiot an i am an ex-teacher. When I say 8k a mth, i have included bonuses and employer cpf and divide it over 12 months. Don't tell me cannot count this way because as a private tutor who is a self-employed, that is the amount you have to earn per month to 'break even'. Why else so few teachers dare to quit teaching to become tutor. Tutors are the ones really working hard to earn their keeps as we need to produce results unlike teachers. Without results, we don't get business. If you think teaching is hard, try to quit and become a tutor lah.

Cpf deduction is 20%. So take home pay pm = 6000-6000x.2 =$4800 pm.

Employer cpf 16% = 6000x.16=$960.

Total pay =6000+960 =6960 pm.

Assume 2.5 month bonus, including 13th month.

Total pay = (12+2.5)*6960 = $100920.

Average over 12 months = 100920/12 = $8410 pm.

So it is correct to say $8000 pm, all in. But take home pay is only $5000 pm.

Principal salary on the links above. These parasite can get up to S$218,000. That was old news in 2007, 5 years ago. Now, due to MOE strategic "thrust" to attract talent, maggot principal salary could already hit 250k or even 300k, who knows.

Teacher salary above. Without NS, they make 3.3k. With NS, around 3.8 or 4K. But don be fooled, below is how system work.

After NIE, you kana promoted to GEO 1.1, get around $100-200 increment on top of around $250 for average C grader.

One year later for male, you got $500 for promotion to GEO 1A1.

Assuming you are average male teacher, 5 years later you got 1A2, another $500 promotion, excluding the yearly increment.

Yearly wage hike is around $240.

So at the 6th year, a male 1st class honor teacher will take home 5.5-6k. For a pass degree female, she get get close to 5K at 5-6th years.

The Ah Lau HOD pay is could be 14k yearly. They could teach only 4 hours a week because they exploit NIE trainee. When NIE report for practicum, they HOD sure take one off them to offload himself.

This is why PAP make us pay like mad. Because PAP want to feed maggots.

So everytime female teachers nothing else better to do, they talk LV. (nuts). Then they despise everyone because they think they talent when they look at paycheck. If the government want these unmarried desperate lady teacher to get married, the best way is to reduce their pay.

Teachers are really shameless and despicable.

Based on the schools I have taught at, about half the staff have 7 years or less experienced. Yup, that means many teachers don't last beyond 7 years.

So, by the time they start earning your fabled $8k a month average, they are already very unhappy with the job and on the verge of quitting.

I propose we drop teacher HOD VP and P salary benchmark according to international standards. Everyone know that LKY tries to create the old China Mandarin system.

In such system, mandarin must get the best pay compared to others. But such system lead to stagnation.

In contrary, the west advance precisely because civil service pay less than private sector. If civil service has high pay, Bill Gate and Google guys may choose to become a mandarin rather than create value for society.

Also the high pay of MOE teacher come at a price detriment to them. Many teacher see their fat pay check and get an inflated self worth. They think they are talent but actually nothing can be more stupid than these faeces. Due to MOE high salary policy many girl teacher are unmarried.

As an MOE teacher, I can tell you that the vast majority of teachers have little energy or time to teach properly.

I have got colleagues who burn their weekends writing reports, running student camps, marking too much homework (class size is about 40 students. Multiply by five because each teacher has 5 classes. 1 teacher to 180 - 200 students effectively)

Many teachers realize it is more profitable for their ranking and career advancement to focus on non-teaching than on teaching.

The only teachers focusing on teaching are the old-timers who are not interested in promotion or those willing to take a pay cut for better work-life balance.

I envy the malaysians. Their gov do such much nice things for them and our gov just know how to screw us up. Malaysians who are slightly educated all have nice freehold houses and cars. Singaporeans who are very educated can only have 99 LH flats and crowded lousy public transport. Malaysians do not need to compete with foreigners for jobs and space but Singaporeans are replaced by thrash with fake degrees from third worlds. I detest the early streaming too. Though it is sports, badminton olympic silver medalist Lee Chong Wei only started playing badminton at age 11. So why decide & condemn a kid's future at such young age?

The average teacher is earning about $5000 a month. And according to your own estimates, most teachers are earning $8k. Not exactly the kind of income a Dalit would make.

MOE is paying teachers more and more to discourage them from moonlighting as private tutors.

Fortunately majority, maybe as much as 60% of voters, are earning such average salaries or even more.

Correction: MOE is paying teachers more and more because of the rising inflation. The recent pay rise was 8% against a backdrop of inflation rising at 10%. So, in the end, the teachers are still short-changed.

I can't imagine the case for the rest of the population.

And I also don't think majority of voters earn $5000 pm or more.

Ave income and 50th percentile income do not have the same meaning. According to.iras stats, if u earn $60000 a year, inclusive of cpf and bonuses, you are better off than 58.5% of the taxpayers here.

The 50th percentile income is $52000 per annum. this includes cpf n bonuses. if u work thefigurebackwards, assuming no bonuses n no13th mth pay, the gross ave income is $3800 a mth. a grad teacher can earn 52000 a year by the 2nd year in the service. in other words a teachers pay is better off than half the natiinby tge time theteacher is 25 years old ifs he starts teaching at 22. the recent 8% increment is to stop the high turnover rate nit to match cist of.livung. teachers pay is alr much bettrr than more thanhalf of this natiin by a huge mile.

If teachers' pay is generally above the median income and still lots of teachers are quitting MOE to take lower-pay jobs in the private sector, then it means MOE's working environment is generally quite bad.

MOE should not monopolise education. Instead, primary and sec sch should be run like what our pre-primary is. In pre-primary, you see a healthy competition where each centre is offering diversity and choice, teachers could move to different schools and start afresh without having their previously grades tagged to them.

Instead of giving the funds to MOE, funds should be give to parents of schooling children who will then choose which school to go to, ie. to use the fund. This means that school have to offer real value in order to earn the funds from the parents. Only by using market competition will cure the current problems.

Under current system, the money is already given to the schools and they don't have to earn it. since the school source of income is not from the parent or student but from higher up MOE, hence schools do not need to cater to parents or students, instaed they just need to please MOE.

Privatizing the whole education delivery system is the way to go.

The experts the govt brings in are FAR BETTER than anything our local school provide, in your example the Indian folks who are highly talented doctors, engineers and scientists. I've worked with several in a professional capacity and they are far better than the locals. Lowest IQ!! Wow, these are thepeople who DESIGN AND PROGRAM most of the electronics you use, even the whole Microsoft mainframe. Your inability to comprehend the fact that the 21st century is a radically different place is astounding. If you dont have the requisite skills to compete, that is not the government's fault. If you were in a lower stream back in school, changing that was YOUR prerogative. As a product of what you call the 'elite", I agree with much of the views echoed by the higher echelons of our government, bit obviously cannot stress the need for more skills training facilities, transparency and development to propel us forward.
