Punggol East 5 corner fight? Hope it is just strategic bargaining...

Along with SPP, RP, WP and SDA, SDP has just announced that it is interested in contesting in Ponggol East SMC when the by election is held.

In a multi-corner fight with the opposition putting up credible candidates, the votes will be split and the PAP will win in Ponggol East. In fact the more credible and the stronger  the opposition candidates and the harder they campaign in a multi-cornered fight, the more likely the PAP candidate will win because the votes on the opposition side will become more evenly divided.

Some argue that giving voters more choices is good for democracy. This is not true. There is an artifact in our winner take all system that we should all be aware of before we make such statements. Suppose there are 3 candidates in an election, 2 centrist and one right wing candidate. 40% of the voters want a right wing candidate and 60% want someone centrist. Under our system the right wing candidate would win if the votes are evenly split between the centrist candidates, although 60% does not want him. Our system will not give the right result. The way some countries fix this is to drop the candidate with the fewest votes in the first round, then do a run-off election. In Israel they designed a proportional representation system to overcome this. In Australia (I think), voters rank the candidates (1st Choice, 2nd Choice, 3rd Choice etc), the votes of the weakest candidates goes the 2nd choice of the voters who selected that candidate - this has the same effect as a runoff election.

Due to this artifact in our system, there is a possibility that the emerging strength of opposition can be played to the advantage the PAP. As more capable and qualified people join opposition parties, the chances of  multi corner contests increases because each party has more candidates to field and more resources for election...disunity and rivalry can result in self-inflicted wounds for the opposition.

You can see the potential problems coming in 2016 because in the 2011 election the opposition parties collectively already have sufficient resources to contest in every constituency. In 2016, you can expect each party to recruit even more people given the way things are going in Singapore and avoiding multi corner fight becomes more critical.

Coincidently, Punggol East SMC was the only place in the electoral map in GE2011 with a 3-corner fight. The opposition won 45.5% of the votes in total so it is possible for the opposition to win there.  It is hard for the PAP to find someone to replace Palmer who served the residents for quite a few years. He received only 54% of the votes because of profile of the voters  - the voters in Punggol East are young and this is the group that has felt the negative effects of PAP policies. In a by-election setting, chances of an opposition win increases further because voters are less worried about an abrupt disruptive change of govt.

The most logical and sensible thing to do now to further the opposition's cause  is to put the support behind the opposition candidate that ran in the recent 2011 General Election and did relatively well there. A change of candidate and parties will give the voters the feeling of "come and go"opposition and waste the effort of earlier campaign that won 40+% of the votes.  A multi-corner fight will be a complete disappointment for opposition supporters and produce a lose-lose situation for the opposition parties.

"In the interest of furthering the opposition cause, NSP has decided not to create a multi-cornered fight by contesting" - NSP Statement.

If this is the most logical thing to do, why only one opposition party, the NSP , is enlightened enough to publicly announce it is making a logical decision not to take part? The other parties throwing their hats into ring really evokes fears among opposition supporters of disunity, rivalry and inability to grasp the bigger picture. I'm actually not so pessimistic. Remember in the GE2011 election, once it was announced, the opposition parties show that they could get a deal done to avoid 3-corner fights everywhere except in Ponggol East SMC.

The opposition parties should start discussing not just about the coming by election but the 2016 General Election. They should settle the issue of where they are contesting early so that all parties can start investing their resources in specific areas. This is what I hope this whole business of expressing an interest to run in Ponggol East is about .. strategic bargaining.... to get some concession on where to contest in 2016 and put in place a strategy. They can all walk away winners...or end up inflicting injury on each other and lose a chance to take another seat from the PAP. They can show that they are all matured and grown up ready to further the opposition cause or show they are just bickering schoolboys unable to stand together to get something done. Singapore really needs them to get their act together because the PAP can't seem to solve the people's problems these days.

Lucky Tan

Agreed.

That's why PAP sure win, even though PAP govt it is not as good as before.

But despite Lee Hsien Loong not being a good PM, but at least he maintains unity within PAP. That's why PAP is so strong and can contest 100% seats and win at least 93% every election.

So for the opposition to win, there must only be one party under one leader.

But of course this is impossible lah. How can you expect SDP, WP, RP, SPP, NSP and SDA or what not P to merge as one?

Chee Soon Juan can make a good PM but if cannot unite others also no use what.

That's why opposition will forever never win to replace PAP lah.

that the winner should be the one with the most votes if there is a three-horse race is not an artifact, but rather simple mathematics that dictates the results of elections in most democracies around the world. Case in point: the last prime minister election in UK with three parties running. Voters' shares be inevitably split among the opposition parties, thus leading to a shoo-in for the incumbent, as a result of more than one opposition party deciding to compete for the seat is still a better outcome compared with a behind-the-scene strategic bargaining between the parties, as not only is such a process full of potential pitfalls, the least of which a lack of transparency, it reeks of collusion not too different from how the telecoms companies bid for broadband spectrums in different geographical regions by tacitly agreeing to avoid each other and thereby lowering the final winning bid prices and shortchanging the taxpayers. What is good in the shortrun that helps win a seat may ultimately ends up potentially poisoning the long run prospect of a fairer election.

calling it so to encourage the different parties

60% voters will only respect and vote for a party that can contest 100% seats at elections.

Even if a party has talented candidates but cannot contest 100% seats, forget about winning to deny PAP 2/3 majority, let alone become government lah.

If I were PM Lee, I will now be laughing all the way to by election day.

By the way, by election is also at my own time, own target. Hahahaha

I think we are putting the blame and onus on the wrong parties (pardon the pun) here. Why should opposition parties opt out? Why only the WP is entitled to contest? Political parties are formed to contest elections and nobody has any right to tell them what to do, where to contest or not contest.

The power lies within our hands - the voters. Just put out the word to voters to vote the WP. Period.

I think the WP will win.

time to reflect how Tony Tan won over Tan Cheng Bock and the other 2 Tans. Surely this is a lesson no one forgets so easily. However, if opposition can't get their act together, then we deserve to have PAP lead us to 'more good years'.

Anonymous said...

The inside story on the 3-corner fight at Punggol East during GE2011 was that the WP did not bother to negotiate on which party should contest there. The iron lady simply told the other opposition party that WP was going there and that's it. In order to justify to the public WP's entry into Punggol East, WP spun the story that the SMC is new constituency, conveniently ignoring the fact that the area was part of the GRC that SDA contested in GE2006. WP was not interested in opposition unity and never will.

Equally speculative that if the other Tans were not there, Tony Tan might got a bigger share of the votes.

If there is multi corner fight, it means only the PAP is electable.

The rest deserve to lose or lose deposit. Better if they don't exist.

Sgreans want change but are also of afraid of change. Perhaps the change they are seeking is change from the incumbent party, not oppositions. Could be the WP under stood the voters' fear and vote along every govt bill despite vocally disagreeing in Parliament?. Somehow the rest of parties think otherwise and am sure like blogger do not want multi corner contest to take place but but are unable to tolerate WP style anymore.

Ghost said...

There is no self-inflicted wounds for the opposition because they were never united in the first place.
People need to understand that these are rival parties. If you are a member of the SDP or the RP, why should you give way to someone in the WP? What's in it for you or your party?
Answer is nothing. So why not go for the seat yourself? Anyone who thinks the parties will give up the seat for "the good of the opposition" is daydreaming.

WP has proven to act only in self interests.

Ever notice that that WP hardly condemns PAP's ill conceived policies at all - not in Parliament and not in press statements.

When WP first discovered it was given a royal screw over AIM-Aljunied town scandal, it must have realized that tax dollars were improperly channelled to a PAP owned company. Instead of surfacing it to protect Singaporeans' interests, it hid it away until its own interests were compromised when PAP foolishly accused WP of poor governance. All of a sudden, you see WP releasing statements defending its sinking reputation by hinting impropriety on the part of PAP.

Is this how a self-appointed watchdog of first world parliament suppose to act?

It would not be inconceivable to think that should WP come across any gross accounting errors by PAP government in managing our reserves, it would not bring to Singaporeans' immediate attention, but rather to cut a deal with PAP. you scratch my back, and i scratch you. you slap me, and i slap back!

when Palmergate case broke out, instead of wanting to work with other opposition, it came out in a hurry to lay stake on this smc. Singaporeans have never seen this rapid action over Yaw Shin Leong-gate, escalating housing, train breakdown, strikes etc.

Enough of PAP Team B AKA Workers' Party. Time to send a message to parties who would collude together and enact pro-immigration/pro-business/anti-Singaporean policies!

The opposition has enough votes to get another seat. However, if RP, SPP, NSP AND SDP all throw their hats in, then PAP will win.

For Singapore to win, the opposition needs to unite. And the leaders of the opposition need to find common ground. But there are too many selfish leaders in the opposition.

I just fear for the future simply because of opposition leaders.

The sale of the Town Councils Management Systems (TCMS) to Action
Information Management Pte Ltd (AIM) is a case of an abetment in committing Criminal breach of trust between the 14 PAP town councils and AIM.
Another offence to consider is that of a Criminal conspiracy to defraud
the town councils common property.

Both parties are members of the ruling People's Action Party (PAP), in the case of the PAP town councils, it is run by PAP MPs, Dr Teo Ho Pin is the coordinating chairman of the 14 PAP town councils.
Criminals must be brought to justice first, lest they get away scot free and cause more grief and harm than goodness to helpless but innocent people.

The worthiness of Alternative Parties is hard to gauge unless it/they has, have the power to decide on policies.

PAP has been ruling for nearly 5 decades and the people should by now be able to decide if it has delivered and performed to expectation.

Going by the recent corruptions, transport, labour hiccups and AIMGATE, the Last being the most important issue affecting almost all HDB Dwellers, Singaporeans will have to be mindful of
their decision in choosing their rulers.

Ultimately, the choice is in the hearts and hands of the people.

Why?

Because a PAP MP will have more weight than a WP MP in a Meet the People Session (MPS) what. So when seeking help, things can jalan better mah.

Who knows, maybe the PAP MP will even become a minister, lagi more weight lah, tio bo?

But if it is a SDP MP, wah lau eh, hear the name Chee Soon Juan only, you know lah.

Unless Chee Soon Juan become PM lah, then different story.

Alternative parties have to work together in this and avoid 3 or more corners fight. If they can pull resources and work together, together they will be very convincing. If they can settle their discord and work together for the good of Singaporean interests, they can lead the country. Once they have the mandate, they can go ahead to abolish the GRC system and split seats accordingly to what has being agreed.

No party can stop another party from contesting, except for the PAP which can invoke the ISA.
In a multi-cornered fight, some of the egoists will lose their deposits and the strongest alternative party, although may not be winning the election, get to signal its cred.

On the other hand, one of the opposition will still probably win under this mess. If WP fans are loyal and continues to get 45% of the votes whereas PAP votes are being diluted, this arrangement may work. Most of the times, confusion will bring a change.

Should LHL finally gather his courage and decide to hold a by-election, there is no reason why the PAP should field a candidate.
In fact, it Shouldn't....

This would allow it to save money. It would also let the party concentrate on errr more important national matters, like wriggling out of AIMgate.

It will not need to find a candidate with enough guts to have his private life scrutinised and the ability to speak (to crowds) effectively to go try his luck. It can't keep on throwing any old army general or union executive into the fray. What would SMRT and the GLCs do if deprived of hiring yet more of these fellows?

Anyway, better to have fewer men of the highest calibre rather than just any old soldier or former civil servant, no? It allows you to show up the other sides better.

Not fielding a PAP candidate means the party's popularity - or lack of it - cannot be judged. We all believe anyway if there is more than one Opp guy standing, the PAP will win. So no face is lost by not fielding anyone. And no need to put this assumption to the test.

Let the Opp parties burn their money campaigning, and giving up their deposits from lack of votes. Let them whack each other and claw each other's eyes out. That will put an end to any Opp unity!!
Useful for 2016.

It'll give the PAP also a chance to assess how the Opp parties are seen by voters, esp in these errrrm trying times.

Let those buggers realise it's not that easy to govern a country too.

Whoever wins will provide a new face to be made fun of in Parliament. PAP MPs get to practise their ability to put these fellows down. And oh, the fun of making them and their party look stupid and inept. Let them mess up running their constituency. Huat ah!

So yah, the PAP should not bother to field anyone. Too many advantages not to. And hey, it's just a weeny constituency. Let it go. The world will not end.

To other commenters: Quite a large no of Sporeans I've spoken to are Unaware of AIMgate...

Take some political lessons of political unity in political diversity from ANWAR !!!!! That's how you clobber the incumbent away from the 2/3 majority in the House as a first step to the final goal of full political governance. If the political guys across the casuseway can do it, why can't we ??

It is imperative that there be no 3-corner election tussle in the next GE 2016. The final resort in such horse trading negotiation is that for such acrimonious disputable GRC constituency each of the stake-holder alternative political party nominates equal number of representation according to the fixed number of candidates fixed in such GRC taking cognisasnce the legal aspects of the then prevailing electoral rules. An alternative multi-party standing under a UNIFIED BANNER of political unison gives greater untold confidence to the electorate for their more agreeable, successful voting and winning impact at the polls. This is critical otherwise the alternatives' squabbling and resorting to 3-corner fight is more than moronic and idiotic than the simple honest but less street-smart straight process of tossing a coin into the air of head you lose and tail you also lose !!!!! Alternatives want more MPs in the Parliament??? Make up your damned minds and show that you are not that STUPID to the VOTERS to recognise what is the political ultimate end objective.

Get this straight. It is not a matter of voting. It is the basic objective of winning this by-election.
It is not about your inalienable right of standing for by-election. It is about either winning or losing this by election.
Punggol SMC is as good as gone to the incumbent with the respective insane declaration of mult-corner fights by the alternative nincompoops. Confident to win ??? My foot, sure to lose, stupid political clowns !!!!! DON'T EVEN UNDERSTAND "SPLIT VOTES" !! Punggol voters should at least be very happy to participate and watch with smirk and amusement this political acrobatic circus. Congratulations to the political moles, saboos and agent provocateurs for their success at churning out political bums.

To get round this thorny problem, the best political resolve is to rid this perpetual acriminious flaw in our democratic election system. Instead of FIRST PAST THE POST, do another FINAL RUN-OFF with the 2 best voting results to determine the majority electorate wishes. Are there any better solutions instead of discoursing without any end the chicken or the egg ???? The final winning candidate can hold his political head up high with being DEMOCRATICALLY MAJORITY ELECTED instead of being in a similar questionable disregarded and very much less respected position like the NON-MAJORITY but MINORITY elected President we currently have. Let's increase POLITICAL RESPECT. Do the right thing and be judicious about it. MAJULAH SINGAPURA.

It's not that complicated imo. The biggest lesson learnt thus far was the last GE where a near-happening land grab scuppered the bigger plan. If the Opposition parties decided that a part deux is truly viable, then the Hougang BE would have created a 3 way fight.

At the moment, everything seems to pointing at an Opposition coalition more than anything else. The Opp are just trying to play a guessing game with the PAP, but this will be truly enough for now.

Anonymous said...

Realistically, WP does not have a viable candidate in a one-on-one fight with the PAP, whoever the rulers field. Opposition candidates who win by-elections vacated by PAP are always nationally-known faces in the past. Third a WP vs PAP fight will boost PAP tremendously if the PAP wins, and destroy the WP's momentum if WP loses. What is there to gain for thw WP who already has 6 MPs in parliament by adding another one now? They have not done so much on national issues vis-a-vis SPP or SDP or even RP in the past 18 months. Weighing the upside vs risks of defeat is simple game theory. Folks like Vikram and Shao Mao will be able to figure it out even though ego and past differences might push the WP stalwarts in the wrong direction.

Punggol East will need both discontent and a candidate with already a positive image from the last GE. Another Png will not make the cut.

In Singapore elections, if your objective is not to form government, you will only lose big, no matter what you are.

Good.
So now we know a Minister is responsible for making the decision to sell assets to AIM.
Any idea which Minister is responsible?

Actually the most logical thing to do is all PM from democratic countries must be a member of WHO (World Human Right Organization). Their licence to practise as PM will be revoked if they breached any WHO rules.

I do hope that this is just a strategy to help LHL to make up his mind to abide by the constitution to hold a mandatory by-election. So far the papist Leegime has been treating the Singapore Constitution like a piece of SHIT. This must change if the pap wants to turn the tide moving strongly against them. They are still losing support for good reasons. All the efforts so far are half-heart. They must do a fundamental change in their mind-set, attitude and instinctive reaction if they hope to stay in power. At the rate they are going for sure they will be kick out in the next GE. No doubt about that.

That is, PAP will continue to rule the way it rule and 60% voters will vote the way they voted.

Anon 30/12/12 08:37

If you vote PAP, AIM will support your Town Council Computer system.

A PAP MP appeal letter, more so if from minister, will logically carry more weight than an opposition MP letter lah, tio bo?

So now do you know what you will get if you vote PAP?

Anonymous said...

That's why nothing will change lah, unless sinkies want to vote for opposition to become government.

Vote in one more opposition MP no use lah, because PAP is still the government and will call the shots, tio bo?

So just like in GE 2011, PAP will have 93% chance to win Punggol East by election in a straight fight, if there is one.

Anonymous said...

Even if majority Punggol East voters are daft to vote in a SDP MP, so what?

SPP was among the first if not the first to say they will not contest. Can lucky correct your title/body text please?

Text from their press release:

SPP Statement on the vacated seat of Punggol East SMC

The parliamentary seat for Punggol East has been effectively vacated with the resignation today of Mr Michael Palmer.
We strongly urge the Prime Minister to call for a by-election as soon as possible, to ensure that the constituents of Punggol East are democratically represented hereafter.

The SPP is of the opinion that the Workers’ Party should have the priority to contest in the by-election, due to their earlier involvement in the constituency during the 2011 General Election.

Mrs Lina Chiam, NCMP
Chairman, Singapore People’s Party (SPP)

Lucky, I "borrow" your blog to say something hor.

The opposition parties should sit down and decide where they want instead of popping up only when got election. PAP had said this many times, so please don't fall into their trap again.

My suggestion according to the 2011 GE map.

Singapore East - WP
Singapore Southwest - NSP
Singapore Northwest - SDP
Tanjong Pagar, Bishan - SPP

SDA, RP - organise yourself first.

Like this no need to fight each other too much everytime got election. Work your ground. Don't just jump into the fray.

Anonymous said...

In the first place, with so many opposition parties existing in little red dot is already gone case liao.

That's why if I were PAP, I can suka suka also not scared one.

Anonymous said...

The truth is people here are simply too kia. In the hougang by election, only one woman dare to stand up for her byelection right, others are just sitting ducks. Too many sitting ducks.
If people dare to stand up for their basic civilian rights, able to organise themselves in vast numbers, take to the streets for protest, the politicians will respect the people. Else, any parties who come into power will screw the people over and over again. Fear is the main reason why people continue to the oppressed by their dictators all over the world.

Anonymous said...

We can now see that if the MND had not criticised the AHTC for poor performance the AIM-AHTC matter would not have surfaced. The WP should have exposed the PAP as soon as it found out that the PAP-controlled TCs has sold their software program to a wholly PAP-owned $2 company, but it did not. Surely such a party does not deserve to be elected to parliament. So the electorate of Punggol East should NOT vote for WP (if a by-election is called).

Anonymous said...

WP has the making to challenge PAP. If the other opposition parties decide to join in to split the opposition vote, be warned that they will not be forgiven in the next GE.

Opposition party like SDA & RP should learn their lessons from the last GE. So what is the point of contesting if they can even lose their election deposit ? Isn't it kind of shameful for them to declare they are keen to declare ?

Anonymous said...

"So the electorate of Punggol East should NOT vote for WP (if a by-election is called)."
Anon 31/12/12 20:14

Agreed. In fact not just WP, but also should not vote for any other alternative party.

Anyway, 60% voters will only vote for a party that is already the government.

Or if not, at least to be seen to be able to form a better government than PAP.

Can WP do that? Just look at their MPs' performance you know already.

Can SDP, RP and SDA do that? They can't even win at all. Worse than WP.

Anonymous said...

Anybody will do.
As long as it's not Pee A Pee.

/// The WP should have exposed the PAP as soon as it found out that the PAP-controlled TCs has sold their software program to a wholly PAP-owned $2 company, but it did not. ///

Expose straight away.
No Singaporean will believe.
Because 60% of Sinkies believe PAP so good one.
So must give rope (chance) for PAP to hang itself.
Then people (including the 60%) will believe.

Sure enough.
PAP stupid, stupid, went ahead and hung themselves.
Since PAP brought up the matter instead of WP.
Everybody now find it so easy to believe WP.

PAP. You damn stupid suckers.

With the apparent stupidity of the opposition in trying not to avoid a multi-corner fight, my dollar is on PAP to win hands down and no questions asked. Credit is to be given to the ingenuity of Hazel Poa of NSP. She is a wise lady indeed.

It is wiser not to be in opposition now.

Unless there is only one party and one leader.

Which means among Low Thia Kiang, Chee Soon Juan, son of JBJ, Desmond and so on accept one of them as their leader and the rest be contented as followers.

Then the opposition can be united and strong like the PAP, never mind if quality of members still not that good.

Only then, can they fight and win PAP.

Only then will more talented people join opposition, so making it even stronger.

Only then will there be hope and a "new dawn", to borrow "Boleh land" Anwar's famous words in 2008.

But for now only fat hope.
