Population White Paper : An Epic Failure at all levels....

One academic pointed out that the entire white paper has no reference section to show the research the paper is based on - even a student thesis needs to substantiate its findings with existing research.  I will tell you why this is the case later on. The paper set the wrong priorities putting GDP growth not the well being of Singaporeans as key  targets.

It then goes on to use  our low TFR and support ratios for the old as justifications for importing foreigners and converting many to PRs and citizens. The white paper has left out our non-resident workforce to show that our OASR (Old age support ratiio is falling. But this is not true once we include the current level of the non-resident workforce - the OASR goes up to 9.8 way above the average among OECD countries. We have already expanded our population so much in the last 10 years with new citizens and the expansion of the non-resident workforce. This expansion is far in excess (by 5-8 times) of what we can achieve if our TFR is maintained at the replacement level of 2.1 i,e. we have already overcompensated for our low fertility of the past....if TFR is the real reason we can just stop importing people for the next 10 years because we have already over-compensated for it.

The white paper also makes ridiculous assertions that the plan will "strengthen the Singaporean core" by shrinking it down to 55% (which includes newly imported citizens) and that the foreign influx is to  improve our quality of life as the density of people increases. We are among the most densest cities in the world. The cost of living has escalated as demand for land pushes housing and rental costs up. The govt claims it can expand infrastructure quickly for housing and transport doing what it failed to do in the past. But quality living is not just about housing and transport...the more people you have, the higher pressure on space will affect many aspects of our urban life: from how many children people choose to have, to how often they can play their favorite sports and how they socialize with friends and family.

This may account for their very low birth rates despite high economic freedom. Research shows that increasing living density will decrease the TFR of a society so importing people at artificially high rates will worsen our TFR and should never be suggested as a solution. Our TFR has decreased steadily as our population density rose as seen from the findings of the NSP population paper, yet the white paper proposes to put us in this vicious cycle that will shrink the Singaporeans core and eventually destroy our identity.

While the white paper claims that the large foreign influx will lead to creation of jobs opportunities,  Singaporeans have experienced the opposite of this. In the early 90s and throughout the 80s, the labor market was tight and Singaporeans workers were in high demand. This led to higher wages, better benefits  and demand for older workers who had opportunities during the economic upswings when the labor market became even tighter. Today as the workforce expanded with the foreign influx we see a lack of job security, serious structural unemployment among older workers, stagnant wages, 3rd world wage structure and higher competition for job openings. The high foreign influx has hurt the Singaporean worker in the last decade and nobody can believe the rosy scenario that things will improve for our workers if only the PAP govt is allowed to import more people - it has become ludicrous to make such claims.

If this proposal harms Singaporeans, why does the PAP govt insist on pushing in through?

There is only one real reason


Since the mid-90s, Singapore has evolved what is known euphemistically as an "open" economy. It is a combination of low corporate taxes, less financial sector regulation, less restrictive labor laws, less protection for workers, etc.  Businesses escaping the regulated environment back in their home countries came here for the "open" environment where they can escape high taxes and tight labor regulation. In the past, businesses came primarily for our local human resource - Singapore's number one workforce in the world. But in the last decade, we attracted business that came because they were able to hire liberally from anywhere in the world and not because they want to build their expansion on the skills of the Singaporean workforce. The existence and expansion of these businesses that hired foreign labor curtailed and stifled those that build on the strengths and training of the Singaporean workforce. Now we have an economy that grows by taking in foreign labor - one that depend on suppression of wages not on advancing the skills and wages of Singaporeans.

These businesses now lobby for higher growth in our labor force at rate not necessary in any other developed country. Our GDP will grow along with the problems of widening income gap, rising cost of living and stagnant wages. The PAP has presented this white paper distorting the facts, obscuring the dire consequences and painted a fairy tale of rising quality of life and ever expanding economic opportunities for Singaporeans. For the last decade they have repeated this claim that foreigners are here to create jobs for Singaporeans and PAP policies have improved the lives of Singaporeans. Today there is an expanding underclass, rising income gap and Singaporeans especially older PMETs find it harder than ever before  to secure jobs that keep up with the rising cost of living  .

To show their unhappiness with the high foreign influx and overcrowding, Singaporeans sent a number of strong signals to the govt. The last one was in the Punggol East by-election. With these strong signals, Singaporeans had hoped the PAP would re-balance its policies to benefit ordinary Singaporeans and seek out a more sustainable path to a brighter future for all. Instead of doing this, the PAP govt slapped us all with its white paper that proposed going along the same trajectory as we have done in the last decade - a trajectory that will certainly cause Singaporean families to struggle harder and our society's problems to expand.

This white paper, when passed, will symbolize the failure of a leadership to change its disastrous course. It is also a demonstrate a failure of leadership to understand the problems faced by the people. It is a failure to put the people on top of all other priorities. With this white paper, more people will lose trust in the PAP.  The leadership has failed to create a vision we can all buy in and support...it insists on going in a direction strongly resisted by the people.

Make no mistake. PAP has planned and embarked on 6.5m as hard target way back then. Now that GE2011 is over, they are back to their "old self" attempting to up to 6.9m , shows their further greed . What MBT said again is instructive " Go for the max resources!". Mind you, its not resources they intend to put aside for Fertility or Aging assistance, but more GDP. And you rightly put it, our Working Adult : Elderly support ratio as it stand, is more than adequate.

Ah yes, the right finds the binary world view easier to conceptualize than one that considers the multitude of factors affecting our economy, and our world as a whole. They can't synthesize more than 2 points of view at a time, and need a yes/no, good/evil, right/wrong, answer to everything. 'Too many variables to reliably predict' makes them uncomfortable, so they default to the binary view, because it gives them an easy solution to their discomfort. PAP will gain trust from foreigners turn citizens, even as they lose some trust from Sinkies.

And with enough foreigners, there may even be a net gain in trust for PAP.

This thing called the Old Age Support Ration is a fallacy.

We have no state pensions, no free health care for the aged, no free cremations so why is the old aged is a burden to the state.

In Western socialist or welfare countries the old aged retirees get paid by the state from general taxation so the ratio of employed persons to the old is important, but not in Singapore.

I am retired and I get fuck-all from the Government. I am surviving on monthly payments from my CPF minimum sum and my own personal savings.

Why hasn't anyone pointed out this in the White Paper.

The deadly embrace of business-govt cannot be unwound: the business needs bigger and bogger profit, where they cannot hire cheap they flee and set up shop where govt like yours welcome them with EDB tax-free holidays and lowest taxes. In turn they will hire as many cheap foreigners the govt provides, who in drives up housing, mess up transport, healthcare etc. Higher housing means more bank lending, bigger housing bubble emans CPF will be locked up even longer in govt's hands. Higher inflation means higher taxes and revenue for govt to hand back as tax cuts to businesses. The best is this: the top civil servants who implement the open door pro-business policies are using your tax money to grow the GDP which brings more GDP bonuses to their pockets. Its a perpetual motion machine Lucky Tan, you cannot fight this deadly embrace by words. Criss over to the alternative side, forget about reforming PAP. Its already cast in stone, 2013 will see UMNO lose power, 2016 will see PAP's disintegration.

Singaporeans will now pay for their decision to put their trust in the "most intelligent and highly qualified" rather than those who empathize with them.

Singaporeans should not complain about the White Paper because that is what they voted for. So in the few years down the road when their current COEs expire and they find that they cannot afford a family car, they should not complain. PAP has a 60% mandate remember?

Is there really any other alternative right now? Even the strongest alternative party is saying that it is not ready.

Many PAP hold director positions in many companies. A non-executive director in a company typically earn $50,000 to $100,000 by attending 4 meetings per year. That's easy money earned by the PAP holding non-executive directorship in multiple companies.
Of course, for PAPs who are holding executive directors in companies, they are earning many times more than the $100,000 per year.

For companies to be able to pay high director fees to PAP, companies have to continue to make more and more profits.
With higher rental, higher material costs, higher cost of inflation, companies have to cut cost of labour to keep total cost down.
To keep cost of labour down, the only way is to import more cheaper foreigners.

These PAP stand to gain the most by hiring more cheaper foreigners and the PAP high director fees can rise with higher inflation. Thus, as company directors, PAP have the vested interest to propagate the interest of businesses.

In the last few days, for example, when you look at this PAP who is Managing Director of an American software multinational company, stood firmly to defend why businesses need to import more foreigners.

As Managing Director of this software multinational company, this PAP is earning many times more than the MP $15,000 per month allowance.

When Singaporeans see how this PAP vigorously justified why businesses need more foreigners, Singaporeans are wondering who this PAP is representing?

Is this PAP representing the businesses who are advocating for more cheaper foreigners to come to Singapore to replace Singaporean jobs, when Singaporeans are the ones who have voted this PAP in GE2011?

Singaporeans should clearly see that there is serious conflict of interest when many PAPs are holding director positions in companies.
In addition, this lack of independence by the PAP show that PAP is always supporting the businesses, to the extent of sacrificing the interest of ordinary Singaporeans.

No, no, a thousand times no.

PM Lee is doing a great job in convincing Singaporeans about the urgent need for Alternative Parties in parliament.

If anything, PM Lee's AMK GRC should remain unchallenged in GE 2011.
This will "punish" PAP with many more years of PM Lee's leadership.

With PM Lee weakening PAP from within, while Alternative Parties attacking all other constituencies ... GE 2016 and GE 2021 will be good years for Alternative Parties.

Singapore has no oil reserves to get $$.

So our limited land (read property) becomes the reserves.

Rich foreigners pay high prices to buy property to give the $$ reserve.

Poor foreigners work cheaper to give companies more $$ and hence more taxes to the govt to add to reserves.

Ordinary Sinkies pay high prices for HDB pigeonholes to add to the reserve. Of course their CPF will be kosong when they retire lah. But so?

And casinos add $$ to our reserves through taxes for govt.

So how can property prices not be high? The higher, the better, tio bo?

How can we not have foreigners? The more the better, tio bo?

So don't be daft. There are very good reasons why PAP govt want 7 million population.

When its passed, it becomes the signal for all to vote against them in GE 2016. I am certain most Singaporeans will vote them out in GE 2016.

I simply hate the way the PAP has resorted to defend their stupid paper. WP bashing it not going to add any credibility to PAP's arguments and I am just shocked to think that these clowns in white do not know that. The people do. That the paper will be passed is without question but I guess it's a WP who will win if they play the cards right. This paper and the WP refusal to endorse it and its counter proposal, should form the election manifesto for the 2016. From now till then it should bringing their arguments and proposal to the people. Let the people watch PAP every step in doing or perhaps not doing what is has set out to do in the whitepaper. When conditions become worst for Singaporeans, WP must be loud and clear in the message "See we told you so" "See foriegners come first" 'See the policy is flowed" "See its the PAP whihc is flip flopping" "See that was what the WP proposed and PAP rejected in 2013 Feb"

Will overpopulations and overcrowding causes:

1 Hasten the outflow of young talented Singaporean?

2 Worsen the fertility rate of new and old citizens, due to overwork and stress? Which worsen the old age problems?

3 Widening of incomes gap, due to displacement of older workers, which more difficult to find jobs.

I do not agree with Lucky that the only reason for pushing the white-washed paper is economics.

The PAP govt is raiding the national reserves building public amenities for new citizens and throwing away monies at them almost desperately. I think the bigger reason which is cannot-be-told is for their political survival. Make them grateful and the votes will come naturally. We have been manupulated and engineered upon for the longest time for it to be phased in. Last time it was done quietly, now...

Lucky has done very good analyses of the White Paper on the Target Of 6.9 Population by 2030.
Now that it is approved and is going to take time to monitor it's implementation and progress, FOCUS MUST NOW BE ON AIMGATE.

Alex Au at Yawning Bread has done some great job about it and if Other Bloggers join in the fact finding and analyse its' implications, so much the better. The Arrangement has upset much of the people and it will please them to have a satisfying explanation, be it from the Relevant Government Department or from the Blogging Community.

Take a look at the 20th minute where Khaw Boon Kwan tries to explain what the word: delink really means when MP Lee Bee Wah caught him on it.

Delink means varying the discounts given. His statement is erroneous as he first mentioned that the prices of BTO flats are delinked from the price of resale hdb flats and then goes on to say that the prices of BTO takes into account the prices of resale flats in the vicinity.

He's playing with words in trying to sell good news until someone picks him up on what he means by delink.

The prices of BTOs are not delinked from the prices of resale flats in the vicinity. The amount of discounts given varies from one Singaporean family to the next.

My condolences to those young Singaporean couples who just bought a flat in the last 5 years as they start a family. They're being short-changed big time as they are paying $400 000 for a 4-room flat.

It's amazing as earlier on the sly Minister Khaw asked the WP members to read the 2 papers carefully because there are loopholes in it that they didn't pick up and he was quite confident he'd pulled a fast one on parliament and the public.

It is a fact that now they even allow PRC contractors to build HDB flats to bring construction cost down for new HDB flats over the last few years. On the other hand, new selling prices of BTO flats has risen over the years.

So obviously this Cow is lying through his teeth to say prices has been delinked since he took over. If average construction cost of a 4-room flat is around $130k, how can they marked it up to around $400k per 4-room flat and still insists they have been delinked?

Are they saying all the marked costs including land cost is almost $270k per unit for a public subsidized flat?

Then what was this marked up cost 10 years back when a 4-room flat cost around half to buy? If want to bluff, also must know how to bluff lah! He think we are all idiots meh?

Nope. That's most unlikely. Singaporeans are not known to vote for national interests. They vote for who they like best. Otherwise, they would have voted Kenneth Jeyaratnam.

I expect PAP votes to rise in GE 2016 primarliy from new citizen votes. There are 7% new citizens. The government is hoping to add another 8% more so that with a 15% core new citizens, they could withstand and neutralise the 15% swing voters at every election.

PAP will remain in power for the next 30 years. I don't even think they are shaky. The way I see it is that the government do not want any opposition in parliament and would grant 9 NCMPs who have no teeth nor claw to impact their agendas and interests. The incumbent is aware that more Singaporeans want alternative voices in parliament.

So the best way forward, was to reduce the number of core Singaporeans. A smaller core of native born Singaporeans would mean smaller number of opposition candidates being elected into parliament.

So it no wonder that many PAP members voted for the White Paper policy as they don't have the memory of growing up in Singapore from a child to an adult. So, it wasn't difficult for them to pass the motion. This is the tragedy. There is a new citizen MP in parliament who doesn't served NS nor is he presently serving reservist. These ministers and MPs did not have a rite of passage in Singapore. So it isn't difficult at all for them to do pass this White Paper.

If you look at how the government answers the questions posed to it during the White Paper, something unique stands out. The government is a political business entity. They want to make more money. And they are aware of a backlash. Their intention is questionable. Very questionable. Do not listen to their words as all the responses were read out from a script. They have an agenda. Actions and the reality you live in is the ultimate determiner of their intentions. Has life gotten better since these past 10 years? Be careful. They scripted their responses by telling what they think you want to hear but they run their own interests and agendas. So don't trust the government. They are riding on precisely that.

Remember, they don't have to answer to their failed policies as they won't be in the country in the future. But in the meantime, they want to make as much money as possible before they leave the scene for their retirement. They won't be around to answer and they are not required to do so constitutionally. But we have to live the consequences of their actions.

No minister is made to explain about the 2 child policy. That's the best bit of being in governance. You don't have to answer to the people for your policies when the outcome of your policies start becoming visible and you won't be in parliament to answer it. In the meantime, they will milk the system and make their millions. Foolish Singaporeans are eating out of their hands. Such singaporeans' daftness is why PAP is smug and patronising; often times condescending. That is the hard truth.

The smart ones within the pap will have already sense the direction the wind is blowing. They should follow George Yeo's example and make quick exits.

Singapore's productivity in the construction industry is 30% lower than Japan's and almost half as efficient as that of the US. What's WP solution to this problem? Import more foreigners to do the jobs that "Singaporeans don't want to do". Well, Japan has no problems getting native Japanese to work in construction sites. So why should Singapore, a less developed country, be any different?

WP happens to be popular now as most of the opposition supporters or should I say daft sinkies in general have been molded to like the slow & steady approach - not without any risk of being outrun in terms of voting power by new citizens. daft sinkies are called daft for a good reason, if you know what I mean.

As for the other parties, if you are one of their many supporters, you are free to use the internet platform to educate the others.

Not as popular as the PAP though. The PAP garnered 60.1% of all valid votes in the last GE. WP, conversely, only got 12.8%, a mere 0.8% more than NSP. Since WP supporters are so fond of predicating their political allegiance on whichever party that has the highest vote share, why don't they switch to PAP then? I have far more respect for non-parliament activists such as Alex Au, Leong Sze Hian et al. than parliament pseudo-opposition like WP. I know that it's a Singaporean inclination to appeal to authority but I'm of the opinion that political power without reason and moral courage is impotent. Crow about the number of seats WP has won for all you want, WP supporters. As far as I'm concerned, they have as little legitimacy in the parliament of Singapore as the PAP.

Well, they have 7 seats even they are 0.8% more than NSP. Likewise, the incumbent got 80+ seats even they got 60% vote share. So what should do and what can you do ? What can any daft sinkie do besides deserving the slap they themselves have asked for it ?

Why shouldn't the opposition supporters choose & support the party which has the highest opposition vote share ? If they decide to go for one strong opposition party on the understanding of not splitting the votes, what is your problem ?

Exactly. When any party does not play ball, then just vote another party in other than the two dominant parties. That is how mature democracies do it and they are not at the the mercy of one or two parties - and all parties need to build up the competency of their own members.

Afterall, if parties can treat citizens like economic digits to be moved and explained about, we should also treat political parties like digits to be shifted / thrown about for our own benefits and not only for their benefits.

When the PAPzis reduced NS duration to 2 years in 2004, they had just emerged from the preceding election in 2001 with a massive vote swing of 10.3% and a whopping 75.3% of valid votes. I think you're overstating the impact of the pseudo-opposition on the PAPzis. It's the electorate that keep a check on the PAPzis, not Wayang Party. Besides, how exactly has the blue PAP competed with the white PAP thus far? Both of them agree that Singapore should become more crowded in 2030. Both of them believe that Hsien Loong is worth 5 times as much as the Chancellor of Germany. Competition? What competition?

I am a "Anybody But PAP" tactical voter.
I will vote for anybody who has the best chance of defeating a PAP candidate.
Don't really care if it's Worker's Party or SDP or RP. As long as they can defeat a PAP candidate.

Although I think SDP will give PAP more gray hairs in Parliament.
