White Paper Passed : Roadmap to an unwanted destination....

Happy Lunar New Year.

I'm sure many of you had this experience when you visited friends and relatives  this week - a large group of people gather to talk about various issues, catch up on each others' lives and at some point someone brings up the population white paper and the torrent of negative views about it pours out and keep going until someone reminds everyone else that it is Chinese New Year and we shouldn't be so angry. I haven't met anyone who is positive about the White Paper. Never in my life have I seen such an overwhelmingly negative reaction to a govt proposal. Every single opposition MP in parliament voted against it and all NMPs present during voting, except Eugene Tan who abstained, voted against it.

But he urged the public to not just understand the details of the White Paper but also the government’s aim in putting it out, which is “to help Singaporeans have a better life for the future in the best way possible"

- Straits Times Report[Link]

"Perhaps now right-minded Singaporeans might get over that emotional hump and the 6.9 million figure and take the White Paper at face value for what it is trying to do"

- Straits Times Report [Link]

The MSM  urges Singaporeans to get over their "emotional hump"and PM Lee urges Singaporeans to try to understand what the White Paper sets out to achieve which is a better life for Singaporeans. At the end of all the debate and discussion, the PAP and our PM say they have the right rational answer and Singaporeans are viewing the White Paper in an emotional manner failing to see that it is a plan that will improve the lives of Singaporeans and bring about a brighter future for Singaporeans. Actually nothing can be futher from the truth. If you speak to ordinary Singaporeans, they have followed this issue very closely and have good grasp of the trade offs and understand there is no perfect solution. The reason for the anger is not irrationality but the proposal of the PAP to double down on a strategy that has not delivered. Singaporeans are all too familiar with the kind of GDP growth achieve through population growth - they have live through the period when our population grew from 3M to 5.3M. They understand the economic implications of growing the economy by importing labor. It is not just the strains on our infrastructure that is felt in recent years but the deep economic effects such as stagnant wages, widening income inequality, structural unemployment,  rising poverty and increase in cost of living. There is overwhelming evidence that if we continue to go along this path, despite the promises of better infrastructure, life will get worse for most Singaporeans. Today we have 400,000 Singaporean workers whose wages have been depressed to the point that they depend on Workfare to survive.

The anger among Singaporeans does not come from failure to understand what the White Paper aims to achieve but from an understanding of the negative outcomes we will get from what is proposed in the White Paper.

"Don't be so gung-ho about slower growth rate" - Minister Tan Chuan Jin
.
If you take your time to read the speeches by PAP MPs and ministers during the White Paper debate, you will find the one clear ideological belief that stands out is that we need faster economic growth to achieve a better quality of life for Singaporeans. The PAP believes we need to have this growth for the lives of Singaporeans to improve. For this reason, the proposal by the Workers' Party to freeze foreign workers at today's level, aim for slower growth of 1% and allow the economy and businesses to restructure, was attacked by PAP MPs.

If you examine the economic growth of the last 10 years achieved through population expansion, you find that most of the benefits goes to a small concentrated number at the top while those at the bottom suffered from the negative effects of this growth. If you examine the economic data of the last 3 years, you see the negative effects seeping into the middle class [Link] which is now under pressure. If we continue along the same path of growth by importing labor, we will not achieve the outcome of better lives for Singaporeans.

Through its thick ideological lens, the PAP has failed to see the real problems faced by our society. If they wanted to improve our lives why did they not have a White Paper on how to narrow the income gap, a White Paper on keeping medical care cost affordable or a White Paper on how to care for our seniors and ensure they can retire gracefully.

If the proposals in the White Paper is followed, our problems will grow and become even more unsolvable. Our economy that is now over-dependent on foreign labor will become even more dependent on foreign labor. The income gap will rise further and the quality of life of Singaporeans will decline in an irreversible manner. Our common identity will be threatened and so will our future.  I believe Singaporeans are right to oppose the White Paper and many have been mobilised from the sidelines to speak up for what they believe is right. The White Paper debate has allowed many Singaporeans to clearly understand the PAP govt's position and its assumptions ...much of this goes against the experience they have been through in the last decade and Singaporeans know it will take us to a future we do not want for ourselves and our children.

It is not a White Paper on infrastructure nor on productivity. It is on population, full stop. Do not hoodwink us.

When we form just over half of the population in Singapore, for every three people standing in front of you, only one will be a Singaporean. Last night, I boarded a bus at an interchange. I believed of the 20 passengers, I am the only Singaporean. I totally feel that I am in a foreign land.
Do you think the foreigners will be evenly spread out across the island? Or will they claim some parts of the island like Geylang, Chinatown, or Little India? Will there come a day when some districts require a full police squad to patrol as lone pairs of officers dare not tread?

Others can say they have better ideas, better alternatives than the White Paper.

But do they have a better party than the PAP to win elections and form the government, that's the question.

Hence, despite the White Paper, PAP remains the best available party to be the government.

That's why PAP passed the White Paper in Parliament.

It's that simple.

What do you think?

Anonymous said...

Ya lor, no better party than the PAP.

If the best opposition party is not ready, who is ready?

This is the mother of all problems.

Anonymous said...

It's not the foreigners that is the problem.

It's the quantity and quality of the foreigners that is best available to us that is the problem.

Just like PAP is considered the best available political party (it really is too) to 60% that is the problem.

You are right Lucky. I have never seen such anger during any festive period before. Surely 77 MPs can't be better informed and more rational than the 3.5 million living and breathing here. The number one topic this CNY is the White Paper.
Our government MUST listen to its people. In China aeons ago, a revolution was hatched during the dumpling festival. Can this CNY be similar in magnitude?

If PAP is no good, why Sinkies can't form a better party than PAP?

Why Sinkies can only comment and blog and protest at Hong Lim Park?

One of my relative who has voted for the PAP all his life commented that her graduate daughter was under-paid and worked till 10 pm everyday. Worse still, the company did not pay any bonus. I told him that this problem will continue and will get worse with the implementation of the White Paper.

I wanted to say this to him, but held back due to LNY, "You voted for them and you deserved the government and the policies but you drag everyone down with your choice".

Was any political party in Singapore ready when the British left?

Was any political party ready in Philippines when Marcos was toppled?

Was any political party ready in Indonesia ready when Suharto was overthrown?

Let's get real! "Necessity is the mother of all inventions". When the PAP falls, there will be enough smart and dedicated Singaporean men and women within and outside Singapore who will rise up to the challenge.

There is nothing to fear but fear itself!

Until now, the PAP's view is still that they are right and those who do not support the white paper are being emotional. They had forgotten that it is the people who are packed in smaller flats, squeezed in the crowded trians and buses, faced with low wages and job replacement risks due to the pro-FT work environment.
The fact is, the Population White Paper is shabbily written and the vision of a country where citizens comprise not much more than simple majority is not acceptable.
I will let my views be heard in 2016.

With years of growth and peace in the 80s & 90s, few S'porean, would imagine, it got to face many isssue of overcrowding and overpopulations now?

Singapore faced many challenges in the past with a small populations, through its hardworking and well educated people, that brought Singapore to success.

Chinese are usually the catalyst of many countries in the world they are resourceful and hardworking?

Singapore could face a serious problem, if they highly talent & educated population left for less congested countries?

More new citizens could affect the fertility rate as stress and psychological health issues, brought by overcrowding?

New citizens could replace, especially the older workers, to widen the income gaps?

And the whole hosts of environment issues like contagious disease like SARS & bird flu.

Singapore don't produce much food, what happen when severe food shortages, what happen if sever drought, flood, with more greenery taken away, to be used for infrastrutures etc.?

Heavy demand for infrastructures and facilties, could S'pore cope with it?

Let me tell a short story.

10 blue men work in a factory, with $1000 pay.
There are no other cost.
Sales is $50,000.
The boss pockets $40,000.

But the boss says profit too low, company cannot survive. So he brings in 10 red workers. Red workers get $500. Blue men get a preferential pay of $700.
Sales is $80,000, because red workers produce less.
Boss pockets $68,000.

Moral of the story.
The economy has grown a lot.
Blue men have suffered a lot.
Red workers are exploited.
The boss complains there are not enough workers.

Consequently, he passed that ball of fire into the hands of singaporeans, who have alot to talk about over CNY gathering. I have never seen so much anger and frustrations when our friends and relatives all gather and you see the explosions...while people constantly remind each other that is is CNY and we should keep a happy mood for the festival..which visibly, is missing. Singaporeans just need to look around now & we can see the picture of 2030 albeit 10x worose than 2013 today.

Yes, PAP is leading the country & singaporeans on a road to more miseries & a ride of pains & hurts.

PAP can't manage 5.3m, can we believe PAP be able to care for 6.9m?

PAP didn't bother to take good care of our sick, needy, & elderly now in 2013, can we trust PAP to care for even more sick, needy, & elderly in 2030?

Those who commented that there isn't a party that is ready to take over the government than the PAP themselves, you are the ones that PAP are feeding on because of how daft you are.

There is no such things as 'qualified' government; there is only suitable government to represent its people and it should be a government with a heart.

For those who are waiting for a party to be ready before you can comfortably vote against the incumbent, you are wishing for the sun to raise from the west when you wakes up tomorrow. You do not know what you want and selfishly want to stay in your habitual zone, dragging your next generation to suffer the obvious with you. You are so daft and selfish that this incumbent government suits you very well, that is why they are the current government anyway. They did not make your life miserable, you did it to yourself.

In case you did not catch my emphasis and I wanted so much to let you know: Government are not born from no where and decided to rule you. Government are selected to help represent you and you were one of them to have voted for them. If you are daft, you will get a terrible government, like what we have now. If you can wise up, you will get a government that is serious to do things for YOU.

Government is a representation of our collective consciousness of our society. We as a society used to take what the government tell us, that was our consciousness and resulting with the incumbent being in control for this long. Things are changing, more people are getting aware, our collective consciousness is shifting. Our government composition will change because of the shift in our collective consciousness. Not the opposite - we change our collective consciousness to fit the government.

So, for the stubborn daft fellow citizens, it's okay you remain in your habitual holes. Things will still continue to change. Don't be upset when you realize things have changed so much that you can never catch up with the society mindset.

Day by day, your daft comments are making yourselves embarrassing.

Many advanced successful countries depend on their own innovations to power their own economy?

Overdepence on oversea investments could lead to them leaving to cheaper oversea alternatives?

The white paper is causing a rift between the electorate and the PAP.

PAP's reasons are not convincing based on past experience on the same issue. Making statements that the white paper could have been presented better just confirms their shallow understanding of the people's aspiration.

Broadly, the electorate looks for growth and stability... which one does not??

Its the methods used to get there. They have used the method before and the people dislike it.

Who then likes it?? Obviously those that gain from it and they are primarily financials, resorts, and retail, marine and aviation.
The money trickled down to the electorate.. most of it stuck high up the food chain.

I am very much a victim more than a beneficiary. I have lost my job.
I do not have properties to gain from, I do not have shares except for Singtel that was allotted decades ago. I am 55years old an I cannot use my CPF.

How will importing more people help me? another job? more pay?

So, they say we will get "better" services. Will it be free? I would need to pay for it, and how can I if I am unemployed and have no access to my CPF??

My vote is secret.

1. The elderly, which this govt doesn't support, are a drag on society.

It need to improve it productivity, through restructuring, rapid utilisation of technologies, trains it people in innovations through massive incentives?

Build up its own home grown companies to face rapid challenge from cheaper countries learn from some small advanced countries?

MRT just caught fire this morning, first day of work after chinese new year! If 6.5 million population, then how?

I just came back from taipei & my experience on their metro was just fantastic. To my surprise, my taiwanese friends told me their metro was developed by Singapore Technologies!!!! Is this true?!!! How come our best engineers from Singapore are building world class mrt system elsewhere and singapore has such a lousy and dangerous system?

Where are all our local talents? Oh, maybe the answer is: "all driving taxis".

analogy : -

can the next security guard be better than the current security guard who is lazy & sleeping on his job. well, you never know but first you need to remove the culprit.

Wah, Lui Tuck Yew now saying he gonna spend more than the planned 1.1b on improving public transport! I think ho, Lee Jr told him "tuck yew! Why you spend only 1.1b for 5.3m? I wanted 6.9m! Tuck Yew! Revise your budget!" So "yes sir" Kee chiu!

"Can a better party than PAP emerge by you and thousands of others at Hong Lim Park?"

Please lah!
PAP's standard & quality has been falling steadily for the last 10 years.
How difficult is it to do better than PAP?
Really.

Don't worry.
PAP is a gone case.
PAP needs Singapore & Singaporeans more than Singaporeans & Singapore needs PAP.

Who is PAP without Singapore & Singaporeans?
Who is LKY without Singapore & Singaporeans?

The first step to saving ourselves is to vote out PAP.
Then we really see who needs who.

Of cos most mps will support the 7m, they will even support 10m cos they have several condos waiting for rentals and they are now laughing all the way to the banks. The only way is to wait for earthquake to strike.

From the perspective of ordinary Singaporeans, the pap government is a disaster. Any other government would have been better for the ordinary Singaporeans. The less the government meddles into the private lives of citizens the better.

Recently a socialogist said we don't need a replacement rate of 2.1, with today advancement in technogy.

A 1.7 rate is adequate to drive the economy.

Massive transformation is need to develop Singapore SME to be leaders in their field to multi national companies, so that Singapore is less cheap foreigner worker base economy to a highly innovative society like some small advanced and succesful nations which produce many of its own successful multi national companies? Which heavily R &D which will raise its productivities and efficiency base to offset the rising rental, COE, GST, ERP and Levies etc?

Plucky Tam, thanks to the piece of junk you are, we have a complacent ruling party who refuses to listen to the people's will and continues their stubborn ways to inflict blows after blows on our ordinary lives. Wise up will you? Stop trolling for the villains, you are being used.

We need to identify more SME that had chance to transform to successful multi-national companies and develop them, like some small advanced nations which produce many of its own innovative successful multi-national companies and closely study how they can do it without importing much foreignesr or little foreigners?

We need to move away from the cheap foreign labour intensive investments base economy?

More programs, massive incentives and suggestions are need to rejuvenate and restructure our own economy to bring out the creative juice of our population, and transform it to be highly innovative, productive and effective?

I don't understand why you guys are always complaining about the government when it's patently clear that the government is competent and very proactive in macro-economic issues and finding niches to make Singapore globally relevant and competitive.

people, I think its fair to say that one's position on politics, especially the FT issue, dpends on where you earn your "rice" (ie cari makan). You will find many blogs like tradehaven.me, who gets spitted out by ang mohs on the road because he drives a BMW and the ang moh drives a porshe and cry father cry mother, yet turn around and applaud the 8.9m paper. Why? Because he happened to be one of the beneficiaries of the {PAP policies - ie lots of cheap money brought in by the same ang mohs and ah tiongs. So even if he loses his self-respect after being trampled on by FTs, he still hang on to his money tree. Elites are where they are becaus ethey have no self-respect, no consciencem cannot tell the wood from the tree.

It's the same as when the PAP government proposed setting up the casinos. Ignore, patronize, disagree - their arguments were based on the naive and obvious simplification that what was good for the PAP and the casino owners will be good for Singaporeans. And Singaporeans now deal with growing and widespread gambling addiction, breaking up families, and increased crime. But the PAP will argue that the Ah Longs and the pawnshops are doing great business and the economy has expanded - oops, it didn't - it just escaped a recession.

This White Paper is no different - naive and obvious simplification that what is good for the PAP and the foreign MNCs will be good for Singaporeans.

Just like SIA

Falling since 10 years ago
Refuse to change service methods
Always want cheap stuff
Pretend to listen to customers
Salary cuts
Overload on foreign pilots
Refuse to give free tickets
Kick people out

Understanding Singapore means knowing what SIA does.. exactly same ideology.

Vivian Balakrishnan: "We are facing the crisis of our lifetime."
As usual, Vivian & PAP have got things backwards.

PAP is facing the crisis of their lifetime.
Losing big time in GE 2016.

Singaporeans have been facing down "the crisis of our lifetime" for the last 10 years.
When we first elected this present PAP government with Pinky Loong as Prime Minister.

The participants in Our Singapore Conversation raised our aspirations to our govt.  The civil servants summarised the aspirations beautifully in this newsletter.  Why are the policy makers still so adamant in pursuing economic growth at all costs?

This is a plea to all Singaporeans who shares our common future in our home nation.

Please, take your stand against the steamrolling of the Population White Paper over us.

Sign the petition calling for a national referendum here https://tklcloud.com/petition/.  Tell your family and friends about it.

Be there this Sat 4pm at Speaker's Corner.  Bring along your family and friends who share this same future on our sunny island.  Be the change you want to see.

To those who say that there is no better praty to rule Singapore than PAP. Yes, I agree that opposition is not ready to run the Givt nor can they win the next election even if the popular vote is in their favor because there is just not enough candidates. So, what to do? Just keep quiet and conitnue supporting PAP? No! What each and every one of you can do is to go and meet your PAP MPs. Shake their hnads, look them in the eye and voice your concerns. Then tell them that you are watching them and expect them to deliver. If thousands in each PAP GRC do this, I believe you can change the PAP to start moving. If you can't have a different goverment, then change the one you already have. The key is to get out there and interact. Singaporeans have found their voice so now its time for all of you to put it into action. Blessings to all!

It is important for us not to focus too much on the 6.9 million by 2030 because from what I read in the papers, now the government has assumed that Singaporeans is OK with 6 million by 2020. PM has said the roadmap to 2020 has been endorsed and he will go ahead with the massive immigration for the next 7 years and will review the 2030 numbers again in 2020. Today's population is only 5.3 million which means to hit the target of 6 million by 2020, PAP will take in 100k per year of foreigners. I think netizens have focused too much on the 2030 numbers already. We have to make it clear that 6 million by 2020 is NOT ENDORSED and we are against that as well.

Anonymous said...

SAY NO to 6 MILLION BY 2020. There is no point saying NO to 6.9 million by 2030 because (i) It is too far away (ii) PM already said that number will be reviewed again in 2020. So the most critical now is to say NO TO 6 million by 2020!

And say no to mindless and senseless construction in Singapore - destroying our culture, our heritage, our nature areas, our ancestor's tombs for the sake of foreigners. Destroying our spaces - our limited spaces - for the sake of foreigners. Had we not taken in so many foreigners in the past 10 years, we don't have to go into such construction frenzy to catch up with bursting infrastrucutre and congestion. Just take in less foreigners, solve our present problem and start anew. DARE to be different.

Anonymous said...

Before these downgrading, congestions and overbuilding today, Singapore already has the Swiss standards of spacious resort garden living. Back in the 1980s, we had lots of spaces everywhere, fresh air and beautiful sights such as Elizabeth Walk etc. Before these interventions, life was simpler, very much leisurely and meaningful. Housing was affordable and as were the raising of kids and families. Contrary to what we have been told consider how backwards we have become when they let in the aliens. For all the inconveniences and sharing of spaces with the foreigners the people of that generation were not compensated thus resulting in a lose, lose and lose deal for them.

The risk associated with overcrowding and overpopulation:

1 Physical : Spread of infectious diseases due to close proximity to each others

2 Psychological : Frustration, anxiety due to shortage or unavailability of resources and facilities

3 Social : More violence

4 High morbidity and mortality

For any organisation/empire or human group, the seed of decline/destruction is always sow from within.

Wonder if 10 years later when people look back, will this white paper be marked as the point where pap's decline starts?
